To support this transformation, a new senior leadership layer within the program organization is being established.
Job description
As Head of Technical Program Management, you will act as the structural leadership layer between the CTO and country-level program teams.
You will operate within the senior leadership structure (Board-3 level), playing a key role in stabilizing and professionalizing cross-country program governance in a technology partner environment where delivery performance directly impacts financial and strategic outcomes.
Your primary mission is to ensure structured, scalable and commercially disciplined execution across multiple international technology programs operating within regulated financial ecosystems.
You will bring clarity to complexity and create an environment where delivery becomes predictable, trusted and calm — not bureaucratic.
This is a delivery-leadership role within a consulting-driven, multi-stakeholder setup — not an internal coordination or reporting function.
You will lead a team of senior Program Managers responsible for country-level delivery and hold accountability for portfolio-level execution performance and budget oversight (cost control, forecasting, adherence), ensuring that governance supports execution rather than replaces it.

Positioning clarification:
This role is not a classic project management position, nor a purely commercial leadership role.
It is also not designed for purely internal corporate PMO professionals or vendor-side coordinators without full delivery accountability.
It requires a senior delivery leader capable of operating at portfolio scale within a complex, international and commercially accountable technology partner environment.
Requirements
• 10+ years of experience in large-scale technology delivery within complex enterprise environments
• Experience operating in consulting-driven, system integration or technology partner models with clear end-to-end delivery accountability
• Experience managing multi-program, multi-country or portfolio-scale environments
• Proven leadership of senior Program Managers or delivery leaders
• Strong technical background (engineering, architecture, cloud or financial technology systems)
• Ability to balance structured governance with execution ownership and delivery momentum
• Financial literacy with portfolio-level budget oversight and cost discipline
• Strong stakeholder management skills with executive exposure in multi-layered organizations
Nice to have:
• Experience within regulated financial services environments
• Exposure to hybrid product–delivery models rather than purely in-house product organizations
• Experience within AI-driven, cloud-native or platform-based ecosystems
